Creating a new rung because the first bucket of last rung

No major problems, other than the problems outlined in the previous post, and a small omission in the pseudocode (in recurse_rungs setting k = 0 after expanding a bucket to a rung).

Next up: fixing the creation of new rungs from an overful bottom.
